UPMC ACA plans offer out-of-state, in-network coverage to college students using the Cigna network. My own personal experience with this was that the University of Chicago student health center could never quite figure out how to deal with this, and I always required UPMC to hold their hands and walk them through the claims process.

Highmark has the Blue Card on some of its plans that allow in-network coverage using BCBS affiliates around the country. MyBlueAccess PPO plans definitely have this feature, and not just for college students. Together Blue EPO plans DO NOT.
